5.1. Introduction to FB's writings
on Professionalism
Francis Bennion's connection with
professionalism began in 1965 when he was appointed Secretary
(now called Chief Executive) of the Royal Institution of Chartered
Surveyors (RICS), the leading professional body in the field of
surveying, land agency and estate agency. Finding there was in
progress a general attack on the ideals of professionalism he
wrote a number of articles defending them, and also the book
Professional Ethics: the Consultant Professions and their Code.
As Secretary of the RICS he took a leading role in seeking to
obtain statutory registration of estate agents and was a member
of the short-lived Estates Agents Council and a governor of the
College of Estate Management. In 1969 he founded a charitable
housing trust (the World of Property Housing Trust) which obtained
donations from leading figures in the property world. Through
amalgamation, this is now subsumed in the Sanctuary Housing Association.
In 1970 he helped to found the non-strike Professional Association
of Teachers, and was its first national chairman.
